      When I try to reorder an action task in an action state, it behaves like it exchanges 2 action tasks instead of inserting the dragged action task. is it expected behaviour?

        This is indeed a bug introduced in a later version.
        I have attached the relevant unitypackage with the fix for you here 🙂
